How Are Anti‑Harassment and Anti‑Bullying Rules Enforced for Outsourced Staff?

Harassment and bullying in the workplace are not issues that disappear simply because a worker is placed through an outsourcing firm. In fact, outsourced workers are sometimes more vulnerable to these behaviours precisely because they may feel less secure, less informed of their rights, and less empowered to speak up. At Bestcare Manpower Services, we take this vulnerability seriously and we have built enforcement mechanisms that provide real protection — not just policy language.

Contractual Obligations on Clients

Every service agreement between Bestcare Manpower Services and a client includes explicit provisions requiring the client to uphold a workplace free from harassment, bullying, and any form of discriminatory conduct toward placed workers. These provisions are not boilerplate — they are enforceable. A client who fails to provide a safe and respectful working environment for our placed staff is in breach of our service agreement, and we treat such breaches with the seriousness they deserve.

Worker Induction and Rights Awareness

Before any worker begins an assignment, Bestcare Manpower Services conducts a thorough induction that includes:

  • Clear explanation of the worker’s right to a harassment-free workplace.
  • Identification of the reporting channels available — both within the client organisation and directly through Bestcare Manpower Services.
  • Assurance that reporting a harassment concern will not result in removal from assignment or any other form of retaliation.
  • Information on relevant legislation that protects workers from harassment and bullying in the specific jurisdiction.

Investigation and Response

When a harassment or bullying complaint is raised by or against an outsourced worker, Bestcare Manpower Services does not defer entirely to the client’s internal process. We maintain our own oversight role, ensuring that:

  • Complaints are acknowledged promptly and taken seriously.
  • The worker is supported throughout any investigation process.
  • Investigations are conducted impartially, with appropriate confidentiality.
  • Where the client’s internal process is inadequate or compromised, we escalate to the relevant labour authority or legal avenue.

“No worker should have to choose between their income and their dignity. At Bestcare Manpower Services, we make it our business to ensure that our placed staff have real, accessible protection from harassment and bullying — and that any breach of that protection has real consequences.”

Zero Tolerance in Practice

Zero tolerance is a phrase that is often stated and rarely demonstrated. At Bestcare Manpower Services, it means that substantiated harassment by a client’s permanent employee against one of our placed workers will result in our formal intervention — up to and including the removal of the worker from that environment and the review of our ongoing relationship with the client. Worker safety is not negotiable.
